           FINANCE MINISTER 10  JUN 2015




Following ex-servicemen of UNITED FRONT OF EX-SERVICEMEN met Finance Minister Sh Arun Jaitley on 10 June at 1900h. This meeting was facilitated by Gen VK Singh.

The Meeting started with the assurance from Sh Arun Jaitley that decision has been taken to implement OROP. But he wanted to discuss some more definition which would be acceptable to all and also which will result in least litigations in future.

It was very clearly communicated to him that the approved definition is the only definition and will be the ONLY ONE acceptable to all. This definition would not lead to any litigation.

He however suggested some more definitions but the delegation did not accept any definition and stuck to the approved definition. 


 He further informed that the expenditure secretary had put up OROP calculations to him which he had not accepted so far.


He further suggested that it would be better if ex-servicemen discuss the model given by Expenditure secretary along-with Armed forces pay cell reps. His suggestion of giving the problem to the 7th pay commission for resolution was rejected outright.

 
Towards end Sh Arun Jaitley once again suggested that ex-servicemen should propose an affordable definition. He was told that,  "Sir while the Government approves thousands of crores without hesitation on so many schemes for various sections of society but when it comes to Armed Forces welfare the Government starts counting pennies”.


The Meeting ended with assurance that we would meet again as Sh Arun Jaitley was to attend another important meeting

I have also heard PM's address on AIR and media channels. I have also read his interview to Tribune. I will request you to kindly read the tribune interview little more seriously and with a magnifying glass. Please read the full Interview at  
 
 
Important point in this interview is that he has confirmed that Govt is not sure of definition of OROP, He is looking for a definition which will please all (including bureaucrats and CDA ). Pl understand once this definition is written by a bureaucrat/CDA and is issued we will regret that day. The letter will be issued without any consultations with any one. Our Service hq even if they are consulted will not be able to oppose strongly. It has been one year but no attention has been paid to this issue. Whatever time has been given to this issue it was only to distort the definition. Moreover Mr Modi has confirmed that his Govt is for five years and they will take decision in five years. Sir you can believe bureaucrats if you so wish, IESM some how looks at this commitment with apprehension.
 
I had also heard the speech of Mr Modi before sending that mail. I had pondered over it and came to conclusion that he has confirmed his commitment without giving any definite schedule. Veterans must not   loose the momentum now, we will not be able to generate this momentum again and hence must communicate our disappointment with Government with all the force and support available with us.  
 
IESM still firmly believes that we must meet on 6 June 15 and deliberate seriously. This is not the time to weaken our movement. We must do everything to strengthen the movement. 
 
Everyone has a  right to follow his mind.
