     REGARDING PRESS CONFERENCE

Dear Brig Kamboj,
We had a press conference at JM. The PC was presided jointly by Sh RJ (Ram Jethmalani) and Gen Satbir Singh.

Gen Satbir gave brief history of OROP and then he briefed the press that Government has not corrected the anomalies pointed out by ex-servicemen in the notification issued on 7 Nov 15. He further briefed the press that the Govt is not serious in solving these anomalies.

Ex-servicemen had pointed out these anomalies to the Government but they did not pay heed to it. OROP notification issued on 7 Nov without correction of these anomalies. This is not acceptable to ESM.

ESM have been agitating at JM for last 175 days and will continue to do so till Govt removes these anomalies.
Gen Satbir welcomed the name of Gen VK Singh as mediator and hoped that through his efforts OROP tangle will be sorted out soon. 
He informed the audience that Government is yet to issue a notification for detailing Gen VK Singh as mediator. 
He expressed hope that Government will soon issue notification on the subject. 

Hon Lt K Pandey and Gp Capt VK Gandhi then explained to the audience the anomalies in the notification and how these anomalies are damaging the very soul of OROP.  

Thereafter, Gen Satbir welcomed Sh Ram Jethmalani and thanked him for taking up the case of OROP for Exservicemen pro bono.

Sh Ram Jethmalani expressed that he had made only one mistake in his life of believing and campaigning for NDA in last elections.

He stated categorically that he will do anything to educate the nation that those who do not have courage to fulfill the promises made at the time of elections have no right to rule the country.

He emphasized that the fact that Govt is not explaining the arithmetic of OROP and the reasons to deny the OROP to Armed forces is admission that their intention is not clean.

It is evident that the Govt is working under some pressure that they can not fulfill a solemn promise which only cost Rs 8298.6 crore per year, whereas they are not taking any action to bring back black money stashed abroad.

He expressed that he requests Govt to honor their promise for delivering full OROP.

He further stated that he will explore all possibilities of solving this impasse through talks and will take recourse to legal action only as a last resort.

He further expressed that he is confident that good sense will prevail on Govt and they will soon rectify the notification. 

Later in the evening COAS expressed his desire to 
meet with Gen Satbir Singh and Gp Capt VK Gandhi. 
The meeting took place at 1730h. 

Salient points in the meeting were

  • He was told that Gen VK Singh will be nominated as mediator for OROP impasse. 
  • COAS expressed that he was hopeful that a mutually acceptable solution will soon emerge for OROP.
  • He was told that our position is very clear that we only want Govt to abide by the OROP definition as approved by Parliament. 
    We do not have any more demand. 
  • He inquired our min requirement for closing the agitation at JM. 
    He was politely told that Govt must honor OROP definition as approved by parliament and we will close JM. 
  • He confirmed that he would be working towards finding a mutually acceptable solution. 
  • He further inquired about the purpose and nature of the rally planned for 13 Dec. 
    He was told that rank and file are very annoyed with this stepchild treatment of ex-servicemen and by diluting definition of OROP and will assemble to show their angst and unity to purpose to Govt. 
  • He also confirmed that three chiefs together have given a presentation to RM about deficiencies in circular 547 and 549 regarding arrears due to ex-servicemen from 1 Jan 06. Service HQ will monitor progress on this very seriously. 
  • He also informed us that three chiefs together have taken up with Govt about the shortcomings of 7 CPC.
