Pakistan involvement in Kashmir conflict was a serious threat to India.India prepared a aggressive position on Balochistan problem.The new Indian position over Balochistan became public when Balochistan Liberation Organisation (BLO) representative Balaach Pardili addressed a gathering in New Delhi on October 4, reading out a statement from BLO’s exiled leader Nawabzada Hyrbyair Marri.
In a statement to The Hindu, Nawabzada Marri said:
“We wish that India, the largest democracy, have a clear policy about Balochistan. If Pakistani officials can openly meet the Kashmiri leadership, why shouldn’t India do the same? The Red Cross does not have a hotline on Balochistan despite our repeated pleas. I want India’s help to start a crisis hotline with the Red Cross.”
During the NDA led Vajpayee government,RA&W made a pernicious strategy to de-stablize Pakistan.Not only R&AW,but Involvement of Mossad and Iran's secret service are also speculated.

- Recruiting known international drug and mafia dons and training agents for covert operations in Pakistan.
- All possible international criminal and mercenaries, including Afghans were engaged for covert purpose during LK Advani’s tenure in the Home Ministry
- Funding of CIT “X” covert operations has been through drug trafficking. Illegal poppy is being cultivated in bulk in Himachal Pradesh, Arunachal Pradesh, Mizoram and Uttar Pradesh.

India's strategy to counter Pakistan by making close relation with Afghan,Air-force base in Tajikistan,and then involvement in Balochistan Insurgency,is R&AW's doctrine.
This is not a day dream,R&AW and Mossad activities is not hidden.Though it may be yet on large scale,but there presence is there.
